To apply for a permit, application, or request inspections, you must register and create a user account. No registration is required to view information. Payment processing fees are required by the vendor and are not collected or received by the City of Virginia Beach.

Both residential and commercial construction require building permits. Permits & Inspections will accept submittals at the counter (2875 Sabre St., Suite 500) only for small plan sets meeting the requirements listed below. Counter reviews will be performed during normal office hours. All other items should be submitted online.
