Effective July 1, 2023 all building permit applications must be submitted through the electronic plans review process. The IBP number is listed at the end of the application. Please submit the IBP number with your plans to the One-Stop Permit Center if you are submitting paper plans
We provide services and information on building permits, development projects, and planning activities for the City and County of Honolulu. Welcome to the Honolulu Internet Permit System site (HIPS).
To Apply for a Permit: Determine if your permit may be obtained via an Instant Online Permit or if Plans are Required. Apply for appropriate type of permit. Please follow the online instructions to submit your permit applications.
Building Permits (Plans Required) If your project does not qualify for an Instant Online Permit, you will need to submit a regular Building Permit with plans. Plans shall indicate extent of work and comply with all items on the Building Permit Checklist.
If you are able to land on one of the dark green spaces, you will be able to obtain an Instant Online Permit. Otherwise you will need to submit a Building Permit with plans. For any item that has a *, see notes below. Verify if your property is in a flood zone.
