Here is the video game “Grant - Lee - Sherman: Civil War 2: Generals”! Released in 1997 on Windows, it's still available and playable with some tinkering. It's a strategy game, set in a historical battle (specific/exact) theme and it was released on Windows 3.x as well.
You have to place that .dll I’m the C:\WINDOWS\System32 AND in the C:\WINDOWS\SysWOW64 folder. At that point, the game should run. Alternatively, you could skip all this and setup a Virtual Machine running an old copy of windows, but this is what worked for me.
