For about forty years during the first half of the eighteenth century, provincial taxes in Rhode Island were virtually nonexistent and the economy was greatly stimulated by the success of the colony’s land banks. These were not actual banks—banks in the modern institutional sense were not established in Rhode Island until the 1790s.
