The Parties to the present Convention undertake to give effect to the Rules and other Annexes constituting the International Regulations for Preventing Collisions at Sea, 1972, (hereinafter referred to as "the Regulations") attached hereto.
Rule 1 states that the rules apply to all vessels upon the high seas and all waters connected to the high seas and navigable by seagoing vessels. Rule 2 covers the responsibility of the master, owner and crew to comply with the rules.
Rule 1 Application (a) These Rules shall apply to all vessels upon the high seas and in all waters connected therewith navigable by seagoing vessels. (b) Nothing in these Rules shall interfere with the operation of special rules made by an appropriate authority for roadsteads, harbours, rivers, lakes or inland waterways
Collision Rules include a set of thirty-eight internationally agreed rules which govern the conduct of ships at sea in order to prevent collisions between them.
