Charters for ALL arena teams can be purchased in a number of locations, including Nagrand, Blade's Edge Mountains, and Gadgetzan. A new charter is not needed for each new season, as the teams are automatically reset to a score of 1500 at the end of each season.

One is located in Nagrand at the arena there, one in Blade's Edge at the arena there and one in Gadgetzan at the Thunderdome arena there. The charters will be purchasable in ~5 hours from the time of this post. Costs: 2v2 Team Charter: 80G. 3v3 Team Charter: 120G.
