My old extremely broken characters from D2E work exactly as they did in the old game. If you want a really broken build, maybe build the character in one of those old character editor programs like Jamala or Hero Editor then import that character to D2R.
I've used the old Jamella editor. It works but you have to make the characters in D2 original and then import the character files.
