Yes it is. There is a version just on Gamepass (which is not going away) and a version on EA Play which you also technically get because the base version of EA Play comes with gamepass (this version of Dead Cells is going away)
Game pass only gets you the base game and it’s updates. The 3 major dlcs are not included in game pass. If you really want them they’re only like $5 each.

It looks like you’ll need to purchase the Dead Cells DLC separately for both PC and Xbox. Even though the game is on Game Pass Ultimate, it doesn’t seem to support cross-buy between platforms, as indicated by the separate pages for the PC and Xbox versions.
24 Μαΐ 2022 · Are you experiencing a problem with a specific game? Hi - for a couple of days now, I am unable to launch dead cells PC that is included in my xbox game pass ultimate. Whenever I start it, it tries to launch, then fails with error code: (0x8007042b)
7 Μαρ 2023 · I have the xbox ultimate game pass. I have purchased Dead Cells #1 and the road to the sea bundle #2. However, items #3, #4, and #5 which are included in the bundle show with a price tag instead of saying installed. On the xbox, I can play all DLCs fine.
