Creating an Effective National Security Industrial Base for the 21st Century: An Action Plan to Address the Coming Crisis (Report of the DSB Task Force on Defense Industrial Structure for Transformation)
The Task Force was asked to study the Department’s use of commercial space systems and explore how best they may be further leveraged in support of DoD objectives. Specific questions in the Terms of Reference included:
Established in 1956 on recommendation of the Hoover Commission, the DSB is not only the longest serving advisory board in the Office of the Secretary of Defense, but the leading body in providing science and technology (S&T) solutions to support DoD missions and operations.
For analytical purposes, the Task Force divided readiness into three levels: unit, joint (and combined) force, and national. The Task Force found that there currently exists a well-defined reporting, system to evaluate the current readiness of combat and support units. On the
Task Force looked at red team experiences within and outside of DoD and concluded that there are formidable challenges to establishing and sustaining effective red teams and associated red teaming processes.
The Defense Science Board (DSB) is a committee of civilian experts appointed to advise the U.S. Department of Defense on scientific and technical matters. It was established in 1956 on the second Hoover Commission 's recommendation.
In effect, DoD must create a second-strike cyber resilient “Thin Line” element of U.S. military forces to underwrite deterrence of major attacks by major powers.
