The restored motto was first established 1952 when the late Felmon Motley, a 1948 graduate of then-Delaware State College, constructed a sign for the front entrance of the campus which stated “May All Who Enter Here, Enter to Learn and Go Forth to Serve.”
On July 1, 1993, Delaware State College turned another chapter in its history when Gov. Thomas Carper signed a name change into law, thus renaming the college: Delaware State University. Since 1957, the University has grown in stature as a center for teaching, research and public service.

The state motto of Delaware is “Liberty and Independence.” It was adopted when this phrase was added to the official Delaware seal in 1847. The motto was given from the Order of Cincinnati (a hereditary, military, and patriotic organization formed in May 1783 by officers who had served in the revolution) and approved in 1847.
19 Αυγ 2022 · Students and alumni from Delaware State University take the motto of their historically Black institution seriously: Enter to Learn, Go Forth to Serve. That academic ideal remains affixed to a 10-foot high, black, iron archway in front of historic Loockerman Hall.
