FIXED: Dell SupportAssist Installer stuck while downloading. TLDR: Install the .NET 5.0 Runtime, then re-run the SupportAssist installer. Long version: Had this problem with my Dell Precision 5530.

Found a temporary solution online (from Service Will Not Start) Quote: Delete or rename the folder C:\ProgramData\dell\UpdateService\ , then start the service. This has worked for that specific instance of starting the service, but doesn't prevent the issue from recurring.
