To fix it: With Destiny 2 running, Go to Settings -> Sound -> App Volume and device preferences (at the bottom under Advanced sound options), find Destiny 2 in the list and set the Output Input dropdowns to Default or you could use the Reset to defaults at the bottom of the window. Hope this helps someone. Still no fix for me.
So to fix it, after starting D2, alt+tab and right click your sound icon in the bottom right corner (for me it's called Realtek HD sound manager) then click Volume Control. Once there, pull up the D2 volume.
In Windows Sound Settings, directing Destiny & Steam directly to my headphones - this only works if I select the "headset" option, instead of "headphones," but that audio is horrible and very low quality. In Destiny's Audio Settings, enabling "Mute When Not Focused."
