He gained a Stand in part 3 (a sort of protector ghost/manifestation of one's own soul) which he named "The World", after the tarot card. The World is called a Stand because it stands by the user, ready to fight. It is capable of temporarily freezing time, and allowing Dio and itself to move and act in stopped time.

This pack adds all the visual effects out of the anime for Time Stop, Bites The Dust, Time Erase, Epitaph and Gold Experience Requiem. The JoJo Time Abilities New World resourcepack is required to be used together with the JoJo Time Abilities New World datapack and with the standard JoJo New World resourcepack on minecraft 1.19.4 - 1.20.2.
The whole storyline around part 3 was to defeat Dio. Araki could have wrote part 3 in any other way if he wanted to. He could have brought in a new villain and saved Dio for later.
Dio coming back in part 3 was already planned during Part 1 by Araki. He made part 2 to have an arc in between those two parts. So, no fanservice, it was planned since the beginning, the fact to have multiples parts, to have Dio coming back.
