The 10 Ravnica backgrounds blow every other one out of the water by expanding your spell lists. Specifically, the Izzet Engineer adds 15 spells, the most out of the 10, so from an objective standpoint it's the best, but which one is actually best depends on class & what you are intending to do.

In order to be able to quickly find a fitting background with certain criterias I made myself a quick list by using the data from the D&D 5th Edition Wiki. Following is a link to my list which allows for an easy overview and fast checking if you want to filter by certain criteria:
