On Windows, it's in your documents folder. Specifically, %userprofile%\Documents\Dolphin Emulator. GC saves are in %userprofile%\Documents\Dolphin Emulator\GC\USA\Card A. Or \GC\EUR or \GC\JAP for games of those regions.
By default, Dolphin uses a global user directory and follows the XDG Base Directory Specification for determining its location. If the directory ~/.dolphin-emu exists, or you are using a version of Dolphin older than 4.0-8143, ~/.dolphin-emu will be used as the location of the global user directory instead.
The easiest way I have found is when you have Dolphen launched no game running, is to right click on your desired game title and then click on "Open Wii Save folder" and this takes you right to the save files for that particular game.
You can right-click any title/game in Dolphin's list of your games (if you are using the directory search function of Dolphin) and click on "Open Wii Save folder". Or else you can locate the directory at "C:\Users\YourUserNameGoesHere\Documents\Dolphin Emulator\User\Wii\title\".
The user directory is where Dolphin stores saves, settings, screenshots, and other data. Where the user directory is located depends on the Dolphin version, operating system, and your configuration.
This will change the Global User Directory for all of your Dolphin builds. The second way is to just create an empty file called portable.txt, which will disable the Global User Directory for that revision of Dolphin (see the link above, just scroll down to the next section).
