The following list sets out to show all the railway companies set up by Acts of Parliament in the 19th century before 1860. Most of them became constituent parts of the emerging main-line railway companies, often immediately after being built.
This definition includes locomotive engineers, railway construction engineers, operators of railway companies, major railway investors and politicians, of national and international importance for the development of rail transport.

Many of the companies changed names over time; this list attempts to give the most recognisable name, generally the one used for the longest time or during the company's best-known period.
‘Early Railway’ covers all railways from the first known, in Ancient Greece, to the beginning of the modern railway around 1825; it is also usually applied to the many later private or industrial lines that continued in the earlier tradition.

Planning and construction of railroads in the United States progressed rapidly and haphazardly, without direction or supervision from the states that granted charters to construct them. Before 1840 most surveys were made for short passenger lines which proved to be financially unprofitable.
