The only way to get the REAL paypal customer services number is via help / contact bottom left of paypal pages and scrolling down past the FAQ to the 'call us' option to phone them. If you think about it why would paypal ask you to buy google or ebay vouchers or itunes cards to answer your question / issue you a refund or sort out an account issue.

For general issues and inquiries, please contact our Customer Support Team. If you're suspicious about an email that claims to be from eBay, sign in to My eBay and click the Messages tab. If you don't see the same message there, the email is fake. To report a fake email, forward it as an attachment to spoof@ebay.com.

When you aren't sure if a message that appears to be from PayPal is really from us, don't click on any links, call any listed phone numbers, or download attachments. Forward the entire email to phishing@paypal.com and delete it from your inbox.
Fake emails often include the eBay logo and a fake eBay address in the "From" line (for example, "From: support@ebay.com"). Just because an email looks real doesn't mean it is. To report a fake email that looks like it came from eBay, forward it as an attachment to spoof@ebay.com .
