13 Φεβ 2020 · In recent years, Azerbaijan has achieved high growth rates, sustained poverty reduction, and a reduction in debt levels. At the same time, the country’s primary and secondary education system has expanded significantly, ensuring increased access to learning for children and young people.
This paper estimates private and social returns to invest-ment in education in Azerbaijan, using the 2015 Azerbaijan Monitoring Survey for Social Welfare. The private rate of return to education is 6 percent; this is the first estimate of returns to schooling in Azerbaijan since 1995.
Primary education Compulsory general secondary education is organized into three levels. The first two levels include primary education (grades 1 to 4) and basic secondary education (grades 5 to 9). The admission age is 6. At the end of grade 9 students sit an examination.
Azerbaijan has moderate levels of educational attainment among its adult population, aged 25-64. In 2019, 16.6% had completed higher education; 76.4% had a medium-level education; while 7.1% had primary education or lower.
