Azerbaijani is the main language of education in the schools of the Republic of Azerbaijan, and Azerbaijani is the official language of the country. There are, however, many schools that offer the whole 9 years of general education, 3 years of higher education, and a bachelor's degree in Russian.
This paper estimates private and social returns to invest-ment in education in Azerbaijan, using the 2015 Azerbaijan Monitoring Survey for Social Welfare. The private rate of return to education is 6 percent; this is the first estimate of returns to schooling in Azerbaijan since 1995.
