Shurooq time is the period of sunrise, spanning from the moment the sun first appears on the horizon to when it has fully risen and is visible in its entirety.
Shuruq is the time when sunrise and it's definitely forbidden to pray at that time. There's three times in day, when it's forbidden to pray: at sunrise, when the sun is on its highest position in the horizon. and at sunset.
