The UIS is the official source of internationally comparable data used to monitor progress towards the Sustainable Development Goal on education and key targets related to science, culture, communication and gender equality.
EMIS are used to generate many key education indicators. If they are designed to identify students with disabilities, then all of the SDG 4 indicators relying on EMIS data can be disaggregated by disability status
As proposed in UNESCO’s seminar working paper, we need a new definition of EMIS that reflects the need for real-time data and learning management, the key challenges to EMIS exacerbated by the COVID-19 pandemic, and the systemic and technological considerations for future EMIS.
While not all education data is captured in a country’s education management information system (EMIS), EMIS forms the backbone of a country’s data collection efforts.
With the international community invested in the importance of EMIS, now is the time to rethink both the definition and design of EMIS to better learning management around the world. This paper addresses some of these key ques- tions and presents UNESCO’s plans to move forward.
What does an EMIS include? Under current practice, Education Management Information Systems (EMIS) are typically limited to centralized databases containing basic, school level data: • Pupil data (enrollment, age, repetition) • Teacher data (experience, placement) • School inventory data (location, number of classrooms, equipment etc.)
• Use real-time information to monitor and inform management decisions at all levels. • When possible, leverage data as a by-product of user actions and transactions for assessments.
