This document, part of the presentation carried out in the Regional Forum on Education Policy in 2021, summarizes and expands on Use of Education Management Information Systems (EMIS) for effective monitoring of SDG4 at national, regional, and global level.
Systems (EMIS). An EMIS collect s national data for assessing the performance of the education system, policy planning, monitoring the implementation of programs and policies, and evaluating their outcomes. Most EMIS use school censuses to collect aggregate information on students and schools from teachers and/or school administrators.
The Guidelines for Data Management and Functionality in Education Management Information Systems (EMIS) have been produced in partnership between the UNESCO Institute for Statistics (UIS) and the Global Partnership for Education (GPE).
More critically, however, data allows countries to measure the performance of their respective education system vis-à-vis national, regional and international priorities, and thus determine the relevance and effectiveness of policies and programmes.
Case studies provide practical illustrations of how UNESCO is working with its Member States to reinforce data gathering capacities and leverage existing systems to inform and steer education reform.
Definition An EMIS can be defined as ‘a system for the collection, integration, processing, maintenance and dissemination of data and information to support decision-making, policy-analysis and formulation, planning, monitoring and management at all levels of an education system.
An EMIS is used to efficiently manage, disseminate and analyse education data, to support education planning and decision-making. A well-designed EMIS is essential in establishing a successful monitoring system.
