Click on "All installed mods" in the launcher and then on "MOD TOOLS", select your mod, select "Upload to" "Steam Workshop" and then click on "UPLOAD MOD"
If you don't see the map in the middle, just click on it, it's a bug with refreshing. You can use WSAD to move on the map. You can use LMP to select one province and RMB to select many provinces. Editing province info while having many provinces selected will result in changes being applied to all of them.
