The genesis of air quality within the EU is the Council Directive 96/62/EC on ambient air quality assessment and management which is commonly referred to as the Air Quality Framework Directive. It described the approach as to how air quality would be assessed and managed in the EU member states.

The WHO updated its global air quality guidelines (AQGs) in September 2021. In this revision, focused on PM, ozone, NO2, SO2 and carbon monoxide (CO), the WHO adjusted almost all its recommended limit values downwards compared with the guidelines' previous version dating back to 2005.
Since the 1980s, the EU has adopted policies on air quality. The current Ambient Air Quality Directives have inherited many provisions, including many air quality standards from previous legislation.
