While the sky is dark note-ingame time doesn't matter, the sky has to be dark to be considered night time, use the Midnight Veil to be in illusion dark elf, and face west, if the sky is not dark, you can rest at Innkeeper Tizzy (as indicated by on the map) by saying 'rest'.
