The events described in 11:15-19 await fulfillment at God’s final judgment and the second coming of Christ, but the loud voices of praise from heaven refer to future events in the past tense because John sees them as they happen.

But, the message here is that of victory. It is a call to trust in Him and continue our walk in faith. God is still in control and He does win.
