There are three official methods that can grant you the Power Armor Training Perk and one unofficial way if you want access to the armor very early and don’t mind messing around out of the bounds of the game.
Do the main quest until you get inside the Brotherhood of Steel fortress. An NPC will train you to wear power armor. Do the Operation: Anchorage DLC. This DLC is level based, and can be done early or late game. Upon completing the DLC you will have the ability to wear power armor.
