You must have done The Fremennik Trials to do this. Once on the island, go west into the castle, up the stairs and have a talk with King Vargas.

Basics. Once you've finished Throne of Miscellania, you unlock the ability to have workers gather materials for you. This is managed via Advisor Ghrim. Miscellania gives you 10 workers (15 after Royal Trouble) that will gather resources for you.
