The Assisted Living for the Elderly (ALE) Waiver helps elderly Floridians that are assessed to require significant assistance with the activities of daily living and desire to receive that care in an assisted living residence instead of in a nursing home.

The programs helping pay for an elder's assisted living and home benefits are provided under a Federal "waiver" known as Home and Community Based Services (HCBS). These programs for the elderly are generally grouped together under the Statewide Medicaid Managed Care (SMMC) Long-Term Care Program.
Under this program, Medicaid eligible seniors who require long term care supports can receive assistance in their home, in the community, or in assisted living. SMMC LTC divides Florida into 11 regions with multiple Managed Health Care Organizations that provide services.
In 2011, the Florida Legislature created Part IV, Medicaid Managed Care, in Chapter 409, Florida Statutes (F.S.), to implement a Statewide Medicaid Managed Care (SMMC) program. The SMMC program is separated into two components, the Managed Medical Assistance(MMA) program and the Long-term Care (LTC) managed care program.
