Don’t shoot the messenger but they got rid of 100% chest spawn rates because a certain sub-community of the Fortnite population complained endlessly about people splitting drops and effectively cheating.
My guess is that the "randomness" of chests spawning has some controls baked into it that guarantees a certain number of chests will always spawn on a map, potentially even within a certain area on that map.
