In NVIDIA Control Panel > Manage 3D settings > Program Settings, select Forza Horizon 3. Put Vertical sync to "On" and save. Make sure Vertical Sync is off in-game and FPS set to unlocked. only the CODEX version doesn't work with the Windows 10 versions 2004 and up, and Windows 11. with the UWP fix, it works fine on the latest Windows. since the fix is generic, it might work on older versions of FH3.
