The park is located in Old Town Alexandria with fantastic views of the Potomac river. The nearby attractions include Torpedo Factory Art House and nice restaurants. To make an afternoon or evening memorable, spending some time here, specially with kids, is highly recommended. Parking can be a challenge, other options will work better to go there.
Yes, as long as there is no special event going on, then parking unless you get there at seriously 6AM or early is difficult at best for anything. There is designated parking for boats only at the ramps, but they will fill up fast on holidays - 4th of July, during mini lobster season.
