First part is in the Naga Camp in STV. Keep following the path until you get to a bridge, on the other side of the bridge is the Holy Well. Second part, locations given on Anonymous are correct (Swamp of Sorrows, Tanaris, Hinterlands). In the Hinterlands, the bag of oats is in a little camp *outside* the walls of Shada'Alor.
