Go into the RSI Launcher folder, right click the launcher and run in admin mode. Now you should be able to download and install the game without the error message. As I said, having to re-download everything is annoying, so use as last resort. Hope this works for those stuck!

Other workarounds: Enable True Color (32 bit) via Control panel -> Appearance and Personalization -> Adjust Screen Resolution -> Advanced -> Monitor.
