2 Δεκ 2014 · When I connect the line wires to the outlet it has power. I reset the outlet from the package and it works fine. I pressed the test button and it shuts off the power.

The reset button won't work and the receptacle remains dead, even though the wiring to it is live. You need to connect the black (hot) wires to the brass screws and white (neutral) wires to the silver screws.
