If you'd like to customize the alignment, indentation, line spacing, tab stop positions and leaders, and line and paragraph breaks within selected paragraphs, you can use the Format Paragraph dialog box in Publisher.

When I tested this with my AOL email, the formatting was fine and the text was on top of the image where its supposed to be.

Connect text boxes, even text boxes on different pages, so text flows automatically from one to the other. In Publisher, add text by inserting a text box first, either via a template or manually. Then, you can link text boxes so that text flows from one box to another.
In Publisher, you can go to either the Home tab or the Text Box Tools Format tab on the Ribbon. From either of these locations, you can change all of the attributes of your text, from the font style, to character size, to color.
