From 1995 to 2013, through its Growth with Equity in Mindanao (GEM) Program, the U.S. Agency for International Development (USAID), in partnership with the Mindanao Development Authority (MinDA), played a pivotal role in supporting the intertwined objectives of achieving peace and generating economic development in the region.
The United States Agency for International Development’s (USAID) “Growth with Equity in Mindanao III” (GEM-3) is a five-year (2008 to 2012), $99 million dollar program that operates throughout Mindanao, but is specifically targeted to promote development activities in the Autonomous Region in Muslim Mindanao
Growth with Equity in Mindanao (GEM-1) Program, which operated from 1996 to 2002. Considered to be the mission’s “flagship” activity in Mindanao, this program was expanded and then continued for another 5 years as the GEM-2 Program.

The largest and most diverse program being carried out in Mindanao by USAID is its Growth with Equity in Mindanao III (GEM-3) Program. The $98 million2 GEM-3 Program continues and expands work carried out under GEM-1 (1995-2002) and GEM-2 (2002-2007) budgeted at $22.3 million and $82 million respectively. GEM-
