Gyarados' best moveset is Waterfall and Hydro Pump. You can choose to keep either Crunch or Outrage for secondary move. I'd get rid of Crunch for Hydro Pump. Outrage is a very strong move and resisted by few pokemon, so much better than Crunch. definitely get hydro pump.

Gyarados is great. Good moveset (although the legacy moves are better), cheap to give a second attack too.
