To flush the Steam configuration file: Press the Windows Key + R on your keyboard > type steam://flushconfig into the Run box > press the OK button.

I’m trying to install on my external ssd which has 1.8tb free on it. I’ve used this for 5 years with no issues. My internal Hard drive is right full and I’ve tried installing there and get the same error.
