The first thing I want to tell is that you should be using the rulebook found here: https://wizkids.com/heroclix/gameplay/rules-format/. Any other rulebook is outdated and inaccurate. To help with finding figures to build a team with, you could check out these two websites, they have ALL the figures, and what they do:
Nowhere. People keep their cards with their figures so collecting all the cards would be collecting all of the figures which is pretty much impossible. If you just want the information from the cards, hcrealms.com has a nearly complete units section as do apps like HC Manager for Android. 1.
