Hebrews 9:19. Λαληθείσης, having been recited or spoken) Exodus 24:16, etc.— πάσης ἐντολῆς κατὰ νόμον, every precept according to the law) Moses had recited or read those commandments which occur in Exodus 20, and perhaps also those which occur in the following chapters.
What does Hebrews 9:19 mean? Blood is an important aspect of both the old and new covenants. In the old covenant, animal blood was used in order to temporarily cover the sins of the people. Since that blood could never fully pay for human sin, and had to be offered repeatedly, it was not God's ultimate plan for our salvation.
Then let’s look in Hebrews 9 but right at the end of the chapter. Hebrews 9:28: “…so Christ also, having been offered once to bear the sins of many, shall appear a second time, not to bear sin, to those who eagerly await Him, for salvation.”
