Always try to leave 2 gb free for system, and some for other things like chrome. I recently upgraded to 32gb because I use chrome alot and consistently have 300mb free ram of 16gb. If i had less ram like 8gb i would only use 4gb for the pack, although it would definitly slow it down.
Allocating too much ram means you'll lag when the garbage collection has to clear all of it, and having too little leads to stuttering, so its better to experiment, which is how I got my rule above, by experimenting with different amounts of mods/ram.
However, any server hosted on a version newer than 1.12 (e.g 1.13+) requires 4GB of RAM to just upkeep the server. I would recommend allocating 8GB of RAM for newer versions just to keep things stable. But it all depends on your mods list and how many chunks are being loaded simultaneously.
