To change how fast the cursor moves in response to movement of the mouse, select the Pointer Options tab at the top of the Mouse Properties window. Under the Motion heading, drag the slider bar towards slow or fast until the desired speed is accomplished.
On Change the visuals and sounds on your computer window in the left side click on Change mouse pointers link. On Mouse Properties box go to Pointer Options tab and in Motion section move the slider right or left to increase or decrease the pointer speed respectively.
Open the run prompt (CTRL + R) and access regedit. Find "HKEY_CURRENT_USER\Control Panel\Mouse" Set the values of MouseThreshold1 and MouseThreshold2 to zero. Finally set MouseSpeed to 1 or 2 (1 Doubles mouse speed, 2 quadruples it). Close all programs and restart.
Bottom line: Get a mouse with high DPI. Call up the control panel app for the mouse, get a felt marker, extend the speed slider line and mark the end line with 11. Use your mouse to drag the little button to 11.
To change the speed at which the mouse pointer moves, under Motion, move the Select a pointer speed slider toward Slow or Fast. To make the pointer work more accurately when you're moving the mouse slowly, under Motion , select the Enhance pointer precision check box.
The repainting needed to show effects could effect perceived performance when moving a mouse. From the control panel, select "system" or in explorer, right click on "Computer" and pick "Properties". Then "Advanced system settings", then "Advanced" tab and finally click the "Settings..."
