You can get the latest version from the GitHub page of the mod. As for the installation: Download and unzip the file linked above. Put the unzipped folder and the .mod file with the same name inside the folder. Select the mod in the launcher to play with it. Verify whether the mod works or not.

Go to the the modding page for the mod you want and download it. For HPM try this link. Make sure to download on the red button not the other one. Once you have it downloaded unzip and drag the two items you get (should be a folder saying “HPM” and a media one with the same name) into the mod folder of Victoria 2.
