If you have problem with using the PC, but would be fine using a phone, then I suggest downloading roms from vimm on your phone, and then transfering your roms to the 3ds using ftp. "AndFTP" is a decent Android ftp client you can use, while the 3ds homebrew will act as the ftp server.
