    You enable mod B and it is given ids 31-40 because forge doesn't save what ids go to what. You enable mod A and it's given ids 41-50. Any item that referenced the previous assigned ids for modded effects no longer works as it was designed because the ids it was designed to use no longer point to the effects/enchantments that they did before.
