Simple command or a suggested datapack can get you access to arms and all other sort of cool stuff with armor stands. Just do /summon armor_stand ~ ~ ~ {ShowArms :1b} This is a java exclusive thing. It only holds armor on the java engine. Bedrock has the sword yielding armor stands.
In Java Edition, it is possible to create an armor stand with arms using the /summon command. It is also possible to change an armor stand without arms into a stand with arms by using the / data command.
