First, you need a Goo - Hotshot badge. Then, when you jump on top of Gummy Bee in the 20 Bee Area, a message will pop up saying that Gummy Bee wants gumdrops. Once you see that message, use a gumdrop and you will be transported to the Gummy Lair.
