The HOME program has a number of basic rules that apply to all program activities. These rules concern: ¾ The definition of a project; ¾ The form and amount of subsidy; ¾ Eligible costs; ¾ The property; ¾ The applicant or beneficiary; ¾ The long-term affordability of the project; and ¾ Applicability of other federal requirements.
