Unless I'm freebasing cocaine. Then I might base. It's Shane Caldwell. He's a comedian and this is a clip from a local TV comedy show he made. He sounds like an incredibly reasonable man. Especially now that he's President. I believe he's from Alabama, but that's it. I think I should know who he is, but it was a long time ago.
